Manila: Contractor couple Pacifico 'Curlee' Discaya and Cezarah Rowena 'Sarah' Discaya are currently in no position to demand concessions to become state witnesses, stated Prosecutor General Richard Fadullon. In a recent interview, Fadullon clarified the limitations on the Discayas' demands as they apply for witness protection coverage.
According to Philippines News Agency, Fadullon emphasized that the determination of their qualification for witness protection follows specific procedures. He asserted that the evaluation process is not subject to external influence or conditions imposed by those seeking to enter the program. The necessary criteria include minimal involvement in crimes they are testifying about, full cooperation in providing information, and the return of any public funds received.
Fadullon further elaborated that becoming a state witness requires more than just naming individuals or disclosing monetary transactions. The witness must provide verifiable details and evidence to support their claims, such as the circumstances and means of transactions. The evaluation aims to ensure credibility, as making unsupported allegations without evidence is insufficient.
While reports from the Independent Commission on Infrastructure suggested the Discayas might withdraw from cooperating with the government, Fadullon noted that there has been no formal communication from them to the Department of Justice (DOJ) indicating such a decision. The DOJ remains open to continuing discussions with the couple regarding their potential role as state witnesses.
