DPWH Implements 3-Month Suspension on Travel Abroad Applications Amid Investigation

Manila: The Department of Public Works and Highways (DPWH) has announced a temporary three-month suspension on the approval of applications to travel abroad, as part of an ongoing investigation involving its personnel.

According to Philippines News Agency, Secretary Manuel Bonoan of the DPWH issued a memorandum on Friday, enforcing the suspension of applications for Authority to Travel Abroad for personal reasons. The suspension is effective immediately and is set to last until the end of November 2025, unless circumstances necessitate an earlier lifting or further extension. Exceptions are made for those with urgent medical reasons.

This decision aligns with the Civil Service Commission's Omnibus Rules on Leave and relevant issuances. The suspension comes amid a legislative investigation into controversial flood control projects. President Ferdinand R. Marcos Jr. previously instructed the DPWH to provide a list of ongoing and completed flood control projects since 2022, following his discovery of substandard work on a project in Oriental Mindoro.

The Congressional Infrastructure Committee (INFRACOM) is leading the probe into the flood control projects. House of Representatives spokesperson, Princess Abante, stated that the INFRACOM will thoroughly investigate the projects and individuals involved, ensuring that accusations are supported by evidence.

During a session at the MACHRA Balitaan, held by the Manila City Hall Reporters' Association, Abante emphasized the importance of substantiating accusations with proof. She assured that the INFRACOM would address any issues impartially and is open to forming an independent body to investigate any implicated members of Congress.

Abante also noted that mechanisms are in place to discipline erring members, and INFRACOM chair Rep. Terry Ridon confirmed that Baguio Mayor Benjamin Magalong would have the opportunity to present his claims of corruption under oath.
