Quezon city: The Department of Social Welfare and Development (DSWD) has teamed up with the Department of Environment and Natural Resources (DENR) to enhance community-driven development projects aimed at improving the lives of Filipinos while safeguarding the environment. This collaboration comes in response to challenges posed by climate change and other environmental threats.
According to Philippines News Agency, the agencies formalized their partnership during a ceremony at the DSWD Central Office Auditorium in Quezon City. The event featured the signing of a memorandum of agreement (MOA) by the authorized representatives of DSWD and DENR, with Undersecretary Monina Josefina Romualdez of DSWD's Operations Group leading the signing on behalf of Secretary Rex Gatchalian.
Romualdez emphasized the shared goals of the two departments, stating, "The DSWD and the DENR may come from different mandates, but we serve the same people, the same communities, and the same future." She highlighted the interconnectedness of poverty, vulnerability, and environmental degradation, insisting that these challenges must be addressed collaboratively.
The partnership aims to streamline the processing of environmental permits and clearances for small-scale community infrastructure projects, particularly those in critical areas. Under the KALAHI-CIDSS Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP), the collaboration seeks to integrate community-driven development with environmental protection.
Romualdez expressed optimism about the collaboration's potential to yield more responsive projects, stronger local governance, and sustainable livelihoods. She underscored the importance of development that harmonizes with environmental protection and restoration.
DENR acting Secretary Juan Miguel Cuna affirmed the commitment of both agencies to ensure that community-driven development aligns with environmental protection and climate resilience. Cuna noted the necessity of various environmental permits and clearances for many community sub-projects, including those related to infrastructure, water systems, and livelihoods.
Under the PCRP initiative, DSWD anticipates that the partnership will facilitate the faster implementation of projects that are both responsive and environmentally sustainable.
