Manila: Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has defended Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries amid public criticism concerning the high generation charge reported by Manila Electric Co. (Meralco).
According to Philippines News Agency, Gatchalian, in a televised interview, labeled the claims about 4Ps as "fake news," clarifying that the program is not responsible for Meralco's increased charges in April. He attributed the bill shock to Meralco's own generation expenses rather than the consumption of 4Ps households.
Gatchalian emphasized that 4Ps households have minimal monthly electricity usage, unlike larger residential or commercial units that rely on numerous appliances. He noted, "The electricity consumption of 4Ps is just small. When added up, the average is less than half a centavo, which goes to lifeline rates - PHP0.04. That's how small it is because 4Ps members have almost no household appliances - at most, an electric fan and a few light bulbs. So, they are not the reason why it went that high."
Recent data indicates that only 135,411 4Ps households participate in the Lifeline Rate Subsidy Program (LRSP), compared to Meralco's 8.11 million residential, business, and industrial customers.
Regarding the Expanded Lifeline Rate Law, Gatchalian expressed the DSWD's openness to amending the law, provided that any rate adjustments do not burden consumers. He suggested that Meralco absorb the costs as part of their corporate social responsibility.
Meanwhile, Gatchalian extended gratitude to taxpayers for supporting the government's social protection programs, especially the 4Ps. He acknowledged the essential role of the middle class in funding these initiatives, stating, "We are thankful to the middle class who continue to provide, through their taxes, the funds needed to implement these programs."
He also highlighted the progress made under President Marcos' administration, noting that the goal of reducing poverty incidence to a single digit by 2028 is on track. Gatchalian cited data showing that the 4Ps has enabled nearly 12 million individuals to complete their education and produced thousands of board passers from 4Ps families, contributing significantly to poverty alleviation efforts.
The 4Ps is a national poverty reduction strategy and human capital investment program led by the Philippine government through the DSWD. It provides eligible households with cash subsidies, contingent upon their compliance with specific health, nutrition, and education conditions.
