DSWD Introduces GCash for Minors’ Travel Clearances and Permits

Manila: The Department of Social Welfare and Development (DSWD) has announced the integration of GCash as an alternative payment method for applications under the Minors Traveling Abroad (MTA) system and the Harmonized Electronic License and Permit System (HELPS). This move aims to streamline the process for obtaining travel clearances and other permits.

According to Philippines News Agency, Director Megan Therese Manahan of the DSWD's Standards Bureau stated that the addition of GCash is part of the agency's digitalization efforts. This initiative aligns with President Ferdinand R. Marcos Jr.'s directive to automate up to 90 percent of government transactions, thereby enhancing public service delivery.

The MTA system is designed to issue travel clearances to Filipino minors traveling abroad, ensuring their protection from trafficking and exploitation. Applicants can now select 'GCash' as a payment option on the final page of the online application form, providing a more accessible payment method. Other online payment options, including Land Bank of the Philippines (LBP) and Maya, will continue to be available.

Manahan highlighted that the HELPS system offers streamlined processing for certificates of registration, licenses to operate, and accreditations for social welfare development agencies (SWDAs). It also covers public solicitation permits and certifications for duty-exempt importation of donated goods. Both the MTA and HELPS systems are integrated into the eGov platform, facilitating easier online applications.

The DSWD encourages applicants to utilize these digital platforms, allowing parents, guardians, and SWDAs to submit applications and receive approved travel clearances and CLRAs online, provided all documentary requirements are met.
