Manila: The Regional Development Council (RDC) in Eastern Visayas has launched the pilot adoption of the Quick Monitoring System (QMS) to enhance oversight, transparency, and accountability in the implementation of government infrastructure projects. The initiative aims to provide real-time monitoring of project progress through advanced technological solutions.
According to Philippines News Agency, the QMS is an initiative spearheaded by Leyte governor and RDC chair Carlos Jericho Petilla. This system has been recognized as an effective tool for overseeing project implementation, as it allows for real-time, daily, and minute-by-minute monitoring through online-accessible time-lapse visuals. These visuals are captured from on-site cameras installed at the start of each project and continue until completion or termination, as explained by RDC vice chair Meylene Rosales in a phone interview.
Rosales, who also serves as the regional director of the Department of Economy, Planning, and Development (DEPDev) in Eastern Visayas, indicated that orientations for project contractors and concerned local government units are planned for early this year. Under the QMS, contractors are required to install a mobile application on an Android device linked to their assigned project, ensuring that progress is meticulously documented.
The system is designed to support offline storage, with footage being uploaded to servers hosted by implementing agencies once internet connectivity is available. This feature ensures continuous monitoring even in areas with limited connectivity. Rosales emphasized that the QMS is expected to significantly enhance the ability of implementing agencies to monitor government infrastructure projects, thereby promoting efficiency, transparency, and accountability among agencies and contractors.
The initiative also aims to bolster stakeholder capacity, encourage timely project implementation, and ensure the wise use of public funds by providing improved access to reliable physical and financial project data. Currently, the Regional Project Monitoring Committee oversees projects using the Regional Project Monitoring and Evaluation System (RPMES). Plans for integrating the QMS into the RPMES will be submitted to the National Project Monitoring Committee for consideration, as regional offices currently submit quarterly progress reports for review under the RPMES framework.
