Manila: The Economy and Development (ED) Council, chaired by President Ferdinand R. Marcos Jr., has approved significant amendments to key infrastructure projects. During its meeting on September 16, the council sanctioned changes to the parameters, terms, and conditions of the North-South Commuter Railway (NSCR) Operations and Maintenance. The aim is to attract more bidders and encourage competitive proposals.
According to Philippines News Agency, the NSCR project is set to begin partial operations by December 2027 and is designed to connect Central Luzon, Metro Manila, and Southern Luzon. DEPDev Secretary and ED Council Vice-Chair Arsenio Balisacan emphasized the project's potential, stating, "The NSCR is an investment in opportunity. Improved mobility will expand access to jobs, markets, education, and services across regions, reflecting our commitment to a more productive, resilient, and inclusive economy."
Additionally, the ED Council approved modifications to the Mactan-Cebu International Airport (MCIA) Public-Private Partnership Project. The extension of the concession period for MCIA is intended to allow a longer investment recovery period. This change is expected to facilitate essential improvements, such as the restoration and expansion of domestic and international routes, and smoother airport transfers, while minimizing the pressure to increase passenger service charges. Under the revised contract, the concessionaire is committed to making nearly PHP15 billion in capacity augmentation and capital investments.
Beyond these two major infrastructure projects, the ED Council also endorsed changes to the scope, cost, and implementation timelines of several other initiatives. These include the Supporting Innovation in the Philippine Technical and Vocational Education and Training System Project by the Technical Education and Skills Development Authority, the Road Network Development Project in Conflict-Affected Areas in Mindanao by the Department of Public Works and Highways, and the Reducing Food Insecurity and Undernutrition with Electronic Vouchers Project by the Department of Social Welfare and Development.
The Council has also mandated a further review of proposed guidelines concerning the suspension and resumption of classes. DEPDev noted that the revised guidelines will offer schools and local government units clear and responsive protocols during events such as tropical cyclones, earthquakes, storm surges, poor air quality, volcanic hazards, and extreme heat. Balisacan highlighted the urgency of refining this policy to ensure the safety of learners and teachers while maintaining the continuity of education amidst evolving risks.
