Bangsamoro: The Commission on Elections (Comelec) has issued a reminder to residents of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) regarding the strict enforcement of the gun ban as the election period for parliamentary polls commences next month.
According to Philippines News Agency, Comelec Chairperson George Garcia has urged residents in BARMM to adhere to the election rules and obtain necessary permits if they need to carry firearms during the election period, which spans from July 16 to September 29, 2026. Garcia emphasized the importance of compliance, stating, "I hope everyone will cooperate. That we are not in a place where we can freely carry our firearms.All firearm licenses in the region are suspended once the election period starts."
Garcia noted that exemptions would be granted, particularly for individuals facing security threats or those whose work necessitates the carrying of firearms. However, such individuals must secure authorization from the poll body. He remarked, "If you still want to carry, because of the nature of the work, because of the risk, death threats if there are any, it is appropriate that we apply for an exemption."
Reflecting on past experiences, Garcia reported that nearly 16,000 people were arrested for violating the gun ban during the 2025 elections. He stressed the necessity of more stringent enforcement in the Bangsamoro Region to ensure a smooth electoral process, including the filing of candidacy from May 5 to 7, leading up to Election Day on September 14, 2026.
Garcia also reminded the police and military to uphold citizens' rights and adhere strictly to the plain view doctrine at checkpoints, stating, "As long as Comelec instructions are followed, the rights of passengers, and the rights of motorists will always be respected." He further added, "They should be limited to the so-called plain view doctrine. There is no need to open anything or order people to alight from vehicles. The highest consideration is always to respect the rights of everyone."
Election regulations prohibit various actions during this period, including carrying firearms or deadly weapons without written authorization from Comelec under Section 32 of Republic Act No. 7166, employing security personnel or bodyguards by candidates, altering precinct territories, transferring civil service officers, maintaining armed groups, and suspending elective local officials without Comelec approval.
