Escudero Eyes Power Sector Workers Protection to Boost Grid Resilience

Manila: Sen. Francis Escudero is seeking to strengthen protections for power sector workers to improve grid resilience and long-term service stability. Escudero said on Friday he filed Senate Bill No. 498 to institutionalize benefits and safeguards for power workers, including linemen who serve as first responders during typhoons, earthquakes and widespread outages. He stressed that discussions on electricity affordability should also account for the workforce that ensures reliable power delivery.

According to Philippines News Agency, Escudero argued that protecting workers is part of maintaining system efficiency and preventing disruptions that may result in higher operational costs. The proposal comes as power rates increased by PHP0.2226 per kilowatt-hour in February, adding around PHP45 to the monthly bill of typical households. 'Consumers are burdened by rising rates, but the linemen and frontliners who keep the grid running face risks and inadequate safeguards. SB 498 seeks to address this gap,' Escudero said.

'Consumers see the peso impact on their bills, but behind every kilowatt-hour is a workforce exposed to hazards. Protecting them is part of ensuring that the system remains efficient and cost-effective,' he added. The measure is currently pending before the Senate Committee on Energy.

Escudero linked the bill to the country's ongoing energy transition, noting that expanding solar, wind and other renewable projects requires a skilled and secure workforce capable of integrating new technologies into the grid. He expressed hope that the committee would soon schedule hearings on the proposal.
