Manila: Scattered rains are expected over parts of Northern and Central Luzon due to the southwest monsoon or 'habagat,' the weather bureau said Saturday. In its 4 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced that the Ilocos Region, Cordillera Administrative Region, Batanes, Cagayan, Zambales, Bataan, Tarlac, and Pampanga will experience cloudy skies with scattered rains and thunderstorms due to the southwest monsoon. According to Philippines News Agency, the habagat will also bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Metro Manila, Calabarzon, the rest of Cagayan Valley, and the rest of Central Luzon. Partly cloudy to cloudy skies with isolated rain showers or thunderstorms will prevail over the rest of the country due to localized thunderstorms. Meanwhile, PAGASA continues to monitor two tropical cyclones and a low-pressure area (LPA) outside the Philippine Area of Responsibility (PAR). As of 3 a.m., Typhoon Saudel (international name) was located 2,710 km east of Northern Luzon, packing maximum sustained winds of 130 kph near the center and gustiness of up to 160 kph, moving northwestward at 25 kph. Saudel is expected to enter PAR by Monday and enhance the southwest monsoon, bringing rains over a large part of the country, particularly in Luzon. An LPA located 1,195 km east of northeastern Mindanao has turned into a tropical depression. It is packing maximum sustained winds of 45 kph and gustiness of 55 kph, and moving westward at 10 kph. PAGASA said it is not removing the possibility of the tropical depression entering the PAR. On the other hand, the LPA (formerly Neneng), located 735 km north northeast of Itbayat, Batanes, continues to move away from the PAR and is no longer affecting the country.
