Escudero Proposes Inclusion of Local Executives in Senate Budget Hearings

Manila: Senate President Francis Escudero has proposed that local government executives, such as governors and mayors, be included in the Senate's budget hearings, marking a significant shift from the traditional exclusion of these figures from the national budget process.

According to Philippines News Agency, Escudero emphasized the importance of involving local leaders in the deliberations of the proposed 2026 national budget. He argued that if division heads from smaller bureaus are present during budget hearings, then the leaders of provinces and major cities should also be included. Escudero believes that their participation could help assess whether proposed projects truly address the needs of their communities.

Escudero highlighted that the feedback from local executives is crucial as it can identify potential overpricing and reduce unnecessary expenditures. "These are their territories. That's why they are in a better position to answer if these are really necessary," he stated, underscoring the significance of their insights.

To institutionalize the participation of local government units (LGUs), Escudero suggested that development projects should require the endorsement of Provincial Development Councils and Regional Development Councils. This requirement would ensure that local governments are both informed and consulted regarding national government programs planned for implementation in their respective areas.
