Ex-DPWH Chief Uncovers 15 Non-Existent Infrastructure Projects

Manila: Former Department of Public Works and Highways (DPWH) chief Manuel Bonoan has revealed the discovery of 15 "missing" projects during an investigation into completed projects under the administration of President Ferdinand R. Marcos Jr. from July 2022 to May 2025. This disclosure was made at a press conference following the turnover ceremony for the agency's top post at the DPWH head office.

According to Philippines News Agency, Bonoan clarified that these projects are not "ghost projects" but are currently considered non-existent until further validation. He noted that most of these projects are located in the 1st District of Bulacan and scattered across other regions. The list of these projects, part of a larger submission totaling 9,855 projects, was presented to President Marcos as per his directive during his State of the Nation Address on July 28.

Bonoan explained the distinction between ghost projects and non-existent projects. Ghost projects are those that have been funded and declared completed, with funds collected, yet do not exist upon validation. In contrast, non-existent projects are still under validation to confirm their locations and details.

Meanwhile, newly appointed DPWH Secretary Vince Dizon is set to reorganize the department within two months. He acknowledged the challenges of the process but emphasized its necessity. Dizon aims to achieve a streamlined organization ready to tackle future challenges within 30 to 60 days, in line with President Marcos's directive to "cleanse and fix" the DPWH.

Bonoan's tenure as DPWH chief began in July 2022, while Dizon previously served as the head of the Department of Transportation for six months before taking over his new role at the DPWH.
