Ex-PCSO Chief Garma Leaves Philippines for Malaysia Amid Legal Scrutiny

Manila: Former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma departed the Philippines for Malaysia on Sunday night, shortly after arriving from the United States. The Bureau of Immigration (BI) confirmed her departure.

According to Philippines News Agency, the BI reported that Garma, who is also a retired police colonel, boarded a flight to Kuala Lumpur, Malaysia from Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City at approximately 10:43 p.m. She left the country as a tourist, as per the statement from the BI.

The BI further stated that Garma's departure was conducted in accordance with the immigration lookout bulletin order (ILBO) issued against her. The bureau has notified the Department of Justice (DOJ) about her departure. Garma had arrived in the Philippines on Saturday night from Los Angeles, California, and is involved in an ILBO dated November 15, 2024, related to two separate cases from 2016 and 2020.

The BI clarified that upon verification, there was no hold departure order or warrant of arrest against Garma. The National Bureau of Investigation and Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) had previously filed murder and frustrated murder complaints against her. These complaints are in connection with the killing of PCSO board secretary Wesley Barayuga in July 2020. Additionally, Garma has been linked to the 2016 deaths of three alleged Chinese drug lords.
