Lucena city: The Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program is providing security of tenure to landless Filipino families by awarding Certificates of Entitlement (COEs) and Certificates of Lot Award (CELAs).
According to Philippines News Agency, the Department of Human Settlements and Urban Development (DHSUD) reported that 784 families have received their COEs since the modality was included under the Expanded 4PH last year. President Ferdinand R. Marcos Jr. and DHSUD Secretary Jose Ramon Aliling ended a 20-year wait for 100 family-beneficiaries during a COE awarding ceremony under Presidential Proclamation 436 Series of 2003 in Lucena City on Tuesday.
Marcos noted that these activities are significant in providing certainty to many countrymen who previously lacked security regarding their status on the land where they live. He expressed his satisfaction with fulfilling the Presidential Proclamation and emphasized the importance of granting titles to those in need.
Over 1,300 families are targeted to receive individual COEs within the year for lots covered by various presidential proclamations. The DHSUD and the Social Housing Finance Corporation (SHFC) through the Enhanced Community Mortgage Program (ECMP) have been instrumental in helping informal settlers secure their Certificates of Lot Award.
As of July 16, about 3,505 families across 21 projects have secured stable communities through the ECMP. Covered areas include Pasig City, Valenzuela City, Iloilo City, Antipolo City and Tanay in Rizal, Laguna, Pampanga, Isabela, Cagayan, Bacolod City, Quezon Province, Zamboanga City, and Naga City.
The ECMP, introduced in July 2025, has secured approval for 47 projects nationwide, which are expected to benefit over 8,000 families. Secretary Aliling highlighted that the Expanded 4PH Program, the flagship housing initiative of President Marcos Jr.'s administration, is rapidly gaining momentum.
