Baguio city: Four drivers have tested positive for illegal drug use during a surprise drug test dubbed 'Oplan Harabas' in Baguio City on Thursday, the Philippine Drug Enforcement Agency-Cordillera (PDEA-CAR) said.
According to Philippines News Agency, Philippine Drug Enforcement Agency Cordillera Director Derrick Carreon stated that the four individuals were among the 311 drivers of buses, taxicabs, and jeepneys in the city who underwent drug testing by PDEA chemists. Concurrently, the Land Transportation Office (LTO) officers checked the drivers' licenses and vehicle registrations.
Drivers with positive drug test results will face having their licenses confiscated by the LTO until they receive clearance from the PDEA. Director Carreon noted, "They will be referred for appropriate intervention, depending on the result of the drug dependency examination conducted by the DOH (Department of Health)."
Department of Transportation Assistant Regional Director Jose Villacorta emphasized that the driver's licenses will remain on hold until confirmatory test results are available, after which appropriate actions will be taken.
'Oplan Harabas' is designed to ensure that drivers are capable and drug-free while transporting passengers safely. This initiative complies with Republic Act 10586, known as the 'Anti-Drunk and Drugged Driving Act of 2013.'
Drivers who test positive will be required to undergo a rehabilitation process. This process encompasses health awareness, counseling, moral recovery, values formation, and personal and life skills development, all provided by the local government, before they can reclaim their licenses.
