DPWH and AMLC to Discuss Asset Freeze for Officials in Flood Project Scandal

Manila: Department of Public Works and Highways (DPWH) Secretary Vince Dizon is set to meet with the Anti-Money Laundering Council (AMLC) next week to discuss the possible freezing and forfeiture of assets of those involved in anomalous flood control projects.

According to Philippines News Agency, the meeting will focus on the government's next steps following the filing of a case with the Office of the Ombudsman against former DPWH and private company officials involved in questionable undertakings involving billions of pesos. Dizon emphasized the importance of recovering public funds, stating, "It is not enough that they go to jail, it is not enough to be held accountable. People's money must be returned."

Dizon also disclosed the formation of a separate team tasked with pursuing contractors and examining all contract provisions. He mentioned that the team would target bonds, warranties, and securities, noting that contractors can be held accountable for up to five years for structures like flood control.

The focus on asset freezing and possible forfeiture extends to those already facing cases before the Ombudsman. Dizon recently filed corruption charges against several personnel from the Bulacan 1st District Engineering Office and associated contractors for violations of various laws, including the Anti-Graft and Corrupt Practices Act.

Further investigations and filing of non-bailable cases against implicated individuals are ongoing, with new cases expected to be filed with the Ombudsman weekly. Dizon indicated that preparations are underway for filing another case related to projects in Oriental Mindoro.

Additionally, Dizon announced the relief of lawyer Mikhail Tupaz from his post as officer in charge of the Internal Affairs Division. Tupaz was accused of misconduct by a subdivision security guard, leading to his immediate removal from duty. The guard and his wife are expected to file a formal complaint against Tupaz with the department.
