GSIS Loans Totaling Over PHP413 Billion Support 1.9 Million Public Servants

Manila: The Government Service Insurance System (GSIS) has announced the release of PHP413.4 billion in loans, which have benefited more than 1.9 million approved applications through its Ginhawa Flex and Ginhawa Lite loan programs.

According to Philippines News Agency, GSIS President and General Manager June Arnulfo Veloso shared this development during the Stakeholders Dialogue held on Wednesday. The Ginhawa Flex multi-purpose loan, introduced in September 2023, has disbursed PHP401.19 billion to 1,437,060 members as of June 23, 2025. This program allows borrowers to access up to PHP5 million or 14 times their monthly salary, with repayment terms extending to 15 years based on their paid premiums.

The Ginhawa Lite program, designed for more immediate, smaller-scale financial needs, has distributed PHP12.247 billion to 408,656 members since its launch in October 2024. Loan amounts range from PHP5,000 to PHP50,000, with interest rates between 6 and 7 percent, and terms from six to 24 months.

Veloso emphasized that these financial disbursements represent significant relief and assistance to public servants, highlighting GSIS's commitment to improving services and listening to its members. Additionally, Veloso mentioned the streamlined Ginhawa Max Loan Buyout process, which simplifies the application to a letter of intent from the agency head. This program offers loans up to PHP5 million or 19 times the monthly salary, with ten-year repayment terms and no service fees.

GSIS's housing initiatives have also provided homes to over 4,000 families through the Lease-With-Option-to-Buy Program. Moreover, nearly 2,000 borrowers have retained their homes through the Housing Accounts Remedial and Condonation Program. GSIS has expanded insurance coverage to protect over 130,000 public school buildings.

Veloso stated that GSIS is working on a policy to enable members with multi-purpose (MPL) flex loans to also avail of MPL max loans, emphasizing the agency's dedication to developing loan products that meet the needs of government employees.

In line with its sustainability efforts, GSIS recognized agencies that have cleared overdue social insurance premiums dating back to 2007. The top contributors among large agencies included Bangko Sentral ng Pilipinas, Supreme Court, and DepEd Taguig-Pateros (Elementary). Medium-sized agencies recognized were the Development Bank of the Philippines (Main Office), Pag-IBIG Fund (Main Office), and the University of the Philippines Manila. In the small agency category, recipients of the award were the Tourism Infrastructure and Enterprise Zone Authority, DepEd Division of Pasay (High School Level), DepEd Division of Muntinlupa (High School Level), and Bases Conversion and Development Authority.
