Iloilo: The provincial government has mandated the implementation of minimum public health standards for hazardous heat index (MPHS-HHI) and the establishment of evacuation centers to protect vulnerable residents from extreme heat. Governor Arthur Defensor Jr., through Executive Order No. 20 issued Thursday, directed local government units (LGUs) to set up air-conditioned or temperature-regulated evacuation centers as primary protection for at-risk individuals.

According to Philippines News Agency, Governor Defensor stated, "The evacuation centers shall be air-conditioned/temperature-regulated facilities that shall serve as a primary measure for the protection of vulnerable persons from hazardous heat." These centers will operate from 8 a.m. to 5 p.m. or based on heat index levels, with medical and public assistance stations available for occupants.

The provincial government will provide PHP100,000 for cities/municipalities and PHP25,000 for barangays to support these efforts. The order also regulates outdoor movements in schools, establishments, workplaces, and offices, and public gatherings between 9 a.m. to 4 p.m.

"As a matter of maximum precaution, residents of Iloilo province shall not be exposed to heat at a temperature above 33 degrees Celsius for a period exceeding 20 minutes to prevent heat-related diseases and medical conditions," the EO stated. Among those that should be regulated are LGU events and activities; school/academic institution events; conventions, seminars, workshops and general assembly meetings; birthdays, anniversaries, wedding and baptismal celebrations/receptions; cultural/art/entertainment performances and exhibitions; trade expositions and product promotions; sports activities; and family gatherings, including fiesta thanksgiving celebrations.

Establishments must designate safety officers to monitor work conditions and employee well-being.
