Manila: The Land Transportation Office (LTO) on Tuesday summoned the registered owner of a sports utility vehicle (SUV) that has accumulated 307 apprehensions for illegally using the Epifanio Delos Santos Avenue (EDSA) Busway since 2022. In a statement, LTO chief Assistant Secretary Vigor Mendoza II announced that a show cause order (SCO) has been issued against the registered owner, who resides in Quezon City. Furthermore, the vehicle, identified as a Mitsubishi Montero Sport, has been flagged to prevent any transactions with the LTO.
According to Philippines News Agency, the SCO is the LTO's immediate response to a request for assistance from Metropolitan Manila Development Authority (MMDA) Chair Romando Artes to address the repeat offender. Artes mentioned that the vehicle has been recently flagged 14 times by closed-circuit television cameras since the reimplementation of the No-Contact Apprehension Policy (NCAP) on May 26. The LTO's verification process revealed that the vehicle was last registered in August 2022.
The SCO, signed by LTO-Intelligence and Investigation Division (IID) chief Renante Melitante, requires the registered owner to present the driver and provide a written explanation as to why they should not be penalized for various offenses, including multiple disregard of traffic signs and obstruction of traffic. The driver is also facing charges of being an Improper Person to Operate a Motor Vehicle under Section 27 (a) of Republic Act No. 4136 (Land Transportation and Traffic Code). Meanwhile, the registered owner is facing charges of violating the Compulsory Registration of Motor Vehicles under Section 5.
The SCO further states, "Failure to appear and submit the written comments/explanations as required shall be construed by this Office as a waiver of your rights to be heard, and the case shall be decided based on the evidence at hand." Mendoza assured the MMDA that the LTO will provide immediate and regular feedback on the investigation.
