Negros island region: The Police Regional Office - Negros Island Region (PRO-NIR) on Wednesday spearheaded the launch of the Joint Focus Legal Action Team (JFLAT) to enhance the delivery of justice across the region. The activation ceremony took place at the Kanlaon Hall of the Negros Occidental Police Provincial Office headquarters in Camp Alfredo M. Montelibano Sr.
According to Philippines News Agency, PRO-NIR Director Brig. Gen. Arnold Thomas Ibay was accompanied by stakeholders from the Department of Justice, Philippine Army, and National Intelligence Coordinating Agency (NICA) during the event. The initiative aims to coordinate efforts between these bodies, emphasizing a united, whole-of-government approach to justice.
The formation of JFLAT represents a strategic advancement in aligning the operational and legal efforts of the Philippine National Police with prosecutorial bodies. This synergy is expected to streamline the justice delivery process throughout Negros Island.
During the initial meeting, comprehensive activities were discussed, including operational briefings on JFLAT's legal framework, inter-agency coordination procedures, and collaborative mechanisms. Legal experts and resource persons also presented best practices in evidence handling, common pitfalls in case filing, and the importance of legal assessments before and after law enforcement operations.
"This initiative is designed to harmonize case-building protocols, provide real-time legal consultation, and ensure efficient and accurate filing of criminal charges," PRO-NIR stated. The JFLAT aims to play a crucial role in upholding the rule of law in the region, aligning with national directives to move beyond mere arrests and deliver timely resolutions to criminal cases.
Key officials at the event included Prosecutor II Flosemer Chris Gonzales, chairperson of the Legal Cooperation Cluster, JFLAT-Western Visayas; Brig. Gen. Ted Dumosmog, commander of the Philippine Army's 303rd Brigade; and NICA-Western Visayas Director Priscilla Escobin.
