Manila: Senate President Pro Tempore and Blue Ribbon Committee chairperson Panfilo Lacson announced that the panel may summon former Ako Bicol Representative Elizaldy Co along with key witnesses in the next hearing concerning the flood control investigation. Lacson emphasized that Co's presence is crucial, alongside whistleblower Orly Guteza and former soldiers, as their testimonies are seen as interconnected and are best examined collectively.
According to Philippines News Agency, Lacson mentioned that once Co returns to the Philippines and court permissions are granted, he intends to have him attend the hearing. This would facilitate the verification of accounts to determine who is being truthful, who may be providing partial truths, and who is not telling the truth. Lacson highlighted that Co's testimony could significantly impact the investigation, given the claims that he played a significant role in the fund allocations associated with alleged irregularities. Lacson also noted that other individuals might be summoned if they are mentioned under oath during proceedings.
Senator Joseph Victor "JV" Ejercito has expressed approval of Co's arrest, stating that it is a positive development allowing Co to share insights into what is considered one of the largest corruption scandals in Philippine history. Co was apprehended in Prague for allegedly entering the country illegally, with Philippine authorities now coordinating his return.
Lacson mentioned that the panel would request the court's permission to invite Co due to an existing warrant for his arrest. He reiterated that the hearings are currently on hold pending the presentation of the committee's partial report in the plenary session. Additionally, Lacson expressed support for the Office of the Ombudsman's directive to conduct a lifestyle check on 26 lawmakers suspected of acting as contractors in government projects. He sees this as a positive step, as it addresses potential conflicts of interest. He further stated that if evidence is found, those implicated should undergo a thorough investigation.
Lacson also recalled previous disclosures from his privilege speeches regarding alleged ghost flood control projects, particularly in Bulacan. He referenced testimonies from former public works officials that connected Co to projects worth billions of pesos from 2022 to 2025, with similar issues being reported in nearby provinces.
