Taguig: Sen. Panfilo Lacson announced that his team has identified 32 allegedly anomalous flood control projects in Taguig City, renewing his call for accountability over the issue. He emphasized the need for justice and accountability, citing ongoing illegal reclamation activities linked to the Cayetano political family, which have been conducted under the pretense of flood control and mitigation projects.
According to Philippines News Agency, the investigation into these projects began in late 2025. Authorities discovered that the Taguig City government allegedly failed to coordinate with relevant agencies and adhere to required procedures. The Department of Environment and Natural Resources (DENR) flagged these projects as early as October 2025, stating they did not effectively address flooding.
Identified projects include a PHP94-million flood control project in Barangay Lower Bicutan by the Department of Public Works and Highways (DPWH), a PHP49.9-million multipurpose building at the Lakeshore Complex reclamation site, a PHP94-million Laguna Lakeshore improvement project, and two flood mitigation rehabilitation projects worth approximately PHP141.8 million each at Phases 4 and 5. Laguna Lake Development Authority (LLDA) General Manager Leopoldo Parumog noted that the Taguig City government did not coordinate with the agency, highlighting the lack of public consultations and required permits and clearances for construction within the lake area.
Lacson also mentioned that officials of the Philippine Reclamation Authority (PRA) informed him of former Senate president Alan Peter Cayetano allegedly harassing agency officials during the November 2025 plenary deliberations on the Office of the President's proposed 2026 budget. Cayetano, however, denied the existence of ghost flood control projects in Taguig City and challenged Lacson to investigate other cities, accusing him of singling out Taguig due to their feud.
The conflict between Lacson and Cayetano began in May during the Senate leadership struggle, where Cayetano successfully led a move to replace the sitting Senate leadership and became Senate president, a move heavily criticized by Lacson.
