Manila: Solid North Party-list Rep. Ching Bernos expressed her support for the government's potential revival of its Libreng Sakay program to assist commuters facing an impending fare hike due to rising oil prices.

According to Philippines News Agency, Acting Transportation Secretary Giovanni Lopez announced that he had instructed road sector officials to utilize the PHP1-billion allocation in the 2026 General Appropriations Act for the Service Contracting Program (SCP). The SCP allows the agency to engage in contracting deals with public utility vehicle cooperatives and operators for transport services.

Bernos highlighted that the revival of the Libreng Sakay program would benefit vulnerable groups such as students and daily wage earners. She expressed hope that the government would proceed with the initiative for the commuting public's welfare. Bernos emphasized the need for the government to mitigate the adverse effects of the crisis to alleviate public concerns.

She urged the Department of Transportation to consider expanding the Libreng Sakay program beyond the Edsa Busway to serve more Filipinos. Furthermore, Bernos called on local government units with greater resources to explore SCP arrangements with local transport providers.

The Land Transportation Franchising and Regulatory Board is anticipated to present its recommendation for a fare increase this week.
