Cagayan de oro: The Land Transportation Franchising and Regulatory Board (LTFRB) - Northern Mindanao has made significant strides in its campaign against unauthorized public utility vehicles (PUVs), commonly known as "colorum" vehicles, through its innovative "Mystery Rider" initiative.
According to Philippines News Agency, LTFRB - Northern Mindanao Operation and Project Development Officer Mohammad Hajam Sarip revealed that the agency has successfully flagged several colorum PUVs operating in the region. Although the exact number of these unauthorized units remains uncertain, the Mystery Rider operation has already resulted in the apprehension of approximately 10 such vehicles.
Colorum PUVs encompass various vehicle types, including motorcycles, that lack the necessary permits and plate registration to transport public commuters. Many of these vehicles were initially registered for private use. Sarip emphasized that the agency is currently processing information gathered from mystery riders to verify the involvement of operators, who may face liability if found culpable.
In response to the growing concern, LTFRB - Northern Mindanao Director Alexes Joseph Bendijo has instructed transport inspectors to maintain a relentless campaign against unauthorized PUV operations. This includes conducting thorough inspections to ensure vehicle roadworthiness and adherence to franchise conditions.
The Mystery Rider operation is a strategic approach where personnel discreetly utilize public transportation to identify PUVs allegedly operating without valid authority or violating franchise conditions. Sarip highlighted that the initiative is part of the agency's ongoing efforts to ensure that PUVs serving commuters are both authorized and compliant with government regulations.
The LTFRB's roadside and terminal inspections target all types of PUVs, scrutinizing their operating authority, required documentation, compliance with franchise conditions, and overall roadworthiness and safety. The agency is committed to taking appropriate enforcement action against any PUVs found in violation of existing transportation laws, rules, and regulations.
