Manila: The termination of joint venture agreements (JVAs) between the Villar-owned PrimeWater Infrastructure Corporation and local water districts (LWDs) around the country is being considered by the government, the Local Water Utilities Administration (LWUA) said Friday.
According to Philippines News Agency, LWUA Administrator Jose Moises Salonga emphasized in a Palace press briefing that terminating the JVAs is part of their strategies, but the immediate focus is on resolving the water issues rather than assigning blame. Salonga stated, "We are here to act first, finger point later," highlighting the priority of ensuring water delivery to affected areas.
Salonga elaborated that the LWUA's comprehensive report on PrimeWater includes details about the JVAs and provides historical context on their formation, including potential conflicts involving the Board of Directors when LWUA was under the Department of Public Works and Highways, led by then-secretary Mark Villar. He noted that recommendations and findings have been submitted, outlining ways to alleviate and resolve the ongoing problems.
President Ferdinand R. Marcos Jr. is currently reviewing the LWUA's report on PrimeWater in light of increasing consumer complaints regarding service failures. The report submitted by LWUA includes a detailed folder and two boxes of documents related to PrimeWater's operations. Malaca±ang has indicated that the government is prepared to take legal action based on the findings.
