Taguig city: President Ferdinand R. Marcos Jr. has instructed the Philippine Army (PA) to expedite its shift towards external defense, with the aim of establishing a force capable of safeguarding the nation's sovereignty and territorial integrity. During the 68th Philippine Army change-of-command ceremony in Taguig City, Marcos charged the newly appointed Commanding General, Lt. Gen. Donald Gumiran, with ensuring the Army's ability to secure the land domain, support joint operations, and contribute effectively to territorial defense.
According to Philippines News Agency, the directive aligns with the Philippines' efforts to bolster its territorial defense capabilities in light of evolving regional security challenges, such as tensions in the West Philippine Sea and increased defense cooperation with treaty allies and strategic partners. Marcos emphasized the necessity for the Army's transition to be supported by ongoing modernization and enhanced operational readiness.
The President underscored the importance of preparing soldiers for nontraditional security threats, including natural disasters, as the nation faces severe weather disturbances. "Especially now, as many of our communities confront heavy monsoon rains and other calamities. Keep the Army ready to support search, rescue, and relief operations," Marcos stated. He further urged Gumiran to ensure the Army's forces are capable of rapid deployment, sustained operations, and decisive responses wherever needed.
Lt. Gen. Donald Gumiran, who took over command from Gen. Antonio Nafarrete-the new Chief of Staff of the Armed Forces of the Philippines-brings considerable command experience, having served in frontline assignments from the platoon level and previously leading the Western Mindanao Command. Gumiran also possesses overseas experience and has completed studies at the United States Army War College in Pennsylvania.
Marcos commended Gen. Nafarrete for his contributions to strengthening the Army's readiness for both internal and external security, advancing modernization efforts, developing reserve forces, enhancing international cooperation, and expanding programs focused on troop welfare and mental health.
The President urged the new Army chief to lead with discipline and integrity, ensuring alignment with the country's defense priorities. "Uphold the constitution. Protect the trust of the Filipino people," Marcos said, highlighting that military modernization must be accompanied by investments in the welfare of soldiers and their families. He assured that the government would continue investing in the Army's capabilities while supporting initiatives aimed at safeguarding the welfare of soldiers and their families.
"To the men and women of the Philippine Army, whether you are defending our territory, securing our communities, or responding to disasters, the nation continues to depend on your readiness and courage," Marcos concluded.
