Manila: The National Dairy Authority (NDA) is set to propose a PHP140.5 million budget allocation in 2027 to establish digital infrastructure aimed at modernizing its operations and regulatory services across the nation. This initiative is part of a broader effort to enhance efficiency and transparency in the dairy sector.
According to Philippines News Agency, NDA Administrator Marcus Antonius Andaya emphasized that the proposed digitalization program is designed to address long-standing demands from private stakeholders. Dairy processors and business operators have been advocating for more efficient, transparent, and convenient regulatory interactions with the government, seeking reduced paperwork, minimal processing delays, and real-time updates for their applications and compliance requirements.
Andaya stated, "The dairy industry is rapidly evolving, and our regulatory systems must keep pace with the needs of stakeholders." He further noted that digitalization is a critical investment that will enable the NDA to provide responsive, transparent, and efficient services, supporting the continued growth of the Philippine dairy industry.
The proposed digitalization program includes the development and enhancement of key digital platforms such as an Online License to Operate (LTO) Portal for dairy processors, an Online Certificate of Product Registration (CPR) System, a Milk Feeding Program Monitoring Application, and an improved Online License to Operate Information System. These systems are expected to streamline regulatory processes, improve compliance monitoring, and offer stakeholders easier access to government services.
Additionally, the proposal aims to establish a secure and unified network that will connect the NDA Central Office with its Regional and Satellite Offices nationwide. This network is intended to ensure reliable access to information systems and facilitate real-time coordination among offices.
The modernization effort is anticipated to enhance food safety oversight, improve monitoring of milk feeding programs, boost data-driven decision-making, and support the government's broader agenda of digital transformation and ease of doing business.
