Manila: The new head of the Bureau of Customs (BOC) has named new top officials to help implement policies to meet the revenue target. In a radio interview on Wednesday, newly-appointed Commissioner Ariel Nepomuceno, who formally assumed office on Tuesday, revealed that he has appointed Romeo Allan Rosales for the Intelligence Group (IG), Nolasco Bathan for the Enforcement Group (EG), and Agaton Teodoro Uvero for the Assessment and Operations Coordinating Group (AOCG).
According to Philippines News Agency, Nepomuceno stated, "It has begun (the movement of officials). We have replaced most of the top leadership. Yesterday, we have sworn in three new deputy commissioners, several directors." The BOC chief also reaffirmed his full commitment to President Ferdinand R. Marcos, Jr.'s directives, focusing on the agency's core mandates: boosting revenue collection, facilitating legitimate trade, combating smuggling, and fostering a professional and integrity-driven workforce.
Asked what the orders of the Chief Executive to the commission were, Nepomuceno said, "Two things: to meet our (target) collection.That's why the target next year is PHP1.1 trillion, (for) this year it's still far away. It's not even halfway there. And good governance. if things are happening right, we will just continue with it." He also emphasized the importance of continuity and collaboration, pledging to build on the gains achieved by the BOC under the previous leadership while introducing strategic innovations in digitalization, enforcement, and stakeholder engagement.
The new BOC head made a comeback at the BOC, having served as deputy commissioner of the Enforcement Group from 2013 to 2017, and as assistant commissioner from 2017 to 2018. Nepomuceno, appointed by President Marcos on June 30, succeeded Commissioner Bienvenido Rubio, who led the BOC from February 2023 to June 2025.
