Bicol: The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) has reaffirmed its dedication to enhancing the implementation of the Localized Peace Engagement (LPE) and Transformation Program in the Bicol Region. 'Tuloy-tuloy ang (it is ongoing, the) LPE [implementation]. This is a joint effort of all stakeholders, including LGUs (local government units) and OPAPRU. We are cascading all NTF-ELCAC (National Task Force to End Local Communist Armed Conflict) mechanisms from the regional level down to the provincial level,' OPAPRU Secretary Carlito Galvez Jr. stated in a recent announcement.
According to Philippines News Agency, Galvez emphasized the collaboration with governors and provincial agencies to address the needs of rebel returnees, aiming to assist them in rebuilding their lives and supporting their families. The OPAPRU is also advocating for an increased budget for the "Payapa at Masaganang Pamayanan" (PAMANA) under the National Expenditure Program to strengthen the program's execution in critical areas like Bicol and Samar.
The OPAPRU previously disclosed that PAMANA has dedicated PHP705 million to fund impactful, community-driven infrastructure projects throughout the region. These projects include the construction of bridges, water supply systems, and roads, among other developments.
Galvez noted significant improvements in peace and security, attributing this progress to the development of essential infrastructure such as roads and bridges, which are positively affecting residents' lives. 'The goal is a complete change of mindset -- to transform lives, especially those in marginalized communities. Through capacity-building and access to education and skills training, we aim to equip them for better employment opportunities, which in turn will uplift the lives and prosperity of our fellow Filipinos,' he added.
