P2.9-B Budget Seen to Boost School-Based Mental Health Program

Manila: Senator Sherwin Gatchalian announced that the PHP2.9-billion budget allocated for the School-Based Mental Health Program and the establishment of the Learner Wellness Division aims to enhance the government's efforts for improved efficiency.

According to Philippines News Agency, Gatchalian stated that the funding aligns with the implementation of Republic Act 12080, also known as the Basic Education Mental Health and Well-Being Promotion Act. This legislation mandates the development and strengthening of the School-Based Mental Health Program to address the mental health concerns of students and promote their well-being.

In the Academic Year 2021-2022, the Department of Education reported that 404 students died by suicide, and 2,147 attempted suicide. Reports from mid-2025 indicated that these cases were often linked to academic pressures and failing grades.

The law's implementing rules and regulations call for the creation of a Learner Wellness Division under the Bureau of Learner Support Services. This division is responsible for setting annual targets for the law's implementation, including establishing school mental health offices and care centers, as well as filling necessary plantilla positions.

Gatchalian emphasized the importance of addressing the mental health issues faced by the youth, noting the significant funding allocated to the education sector to tackle these challenges and support the welfare of students.
