P96-M ‘Ghost Project’ Linked to Discayas Unveiled in Davao Occidental

Davao occidental: The Independent Commission for Infrastructure (ICI) has revealed a PHP96.5-million 'ghost project' in Jose Abad Santos, Davao Occidental, which was awarded to St. Timothy Construction Corp., a company owned by the controversial government contractors Pacifico 'Curlee' and Cezarah Rowena 'Sarah' Discaya. The project, which involved the construction of a concrete revetment, was officially declared 'fully paid and completed' as of 2022.

According to Philippines News Agency, residents and barangay officials reported that construction activities only began two to three weeks ago, contradicting the project's declared completion status. ICI special adviser and Baguio City Mayor Benjamin Magalong, alongside Public Works Secretary Vince Dizon, inspected the site on Thursday. Following the inspection, Magalong ordered an immediate suspension of the construction works and declared the site a 'crime scene.'

The ICI pointed out that this discovery contributes to a growing list of questionable flood control and infrastructure projects associated with the Discaya group, which is already facing nationwide scrutiny for various irregularities. The ongoing investigation seeks to address these discrepancies and hold accountable those responsible for the misallocation of public funds.
