Manila: A forecaster from PAGASA has issued a warning to residents in Northern Luzon, advising them to take precautions against heavy rains expected from Super Typhoon Ofel and Tropical Storm Man-yi starting from Thursday and continuing through the weekend. Ofel is currently located over the coastal waters of Divilacan, Isabela, and is anticipated to make landfall in the Northern Luzon area or Cagayan by Thursday afternoon. According to Philippines News Agency, forecaster Chris Perez from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) emphasized that Ofel will bring significant rainfall as it approaches land. Affected areas include most of Northern Luzon and parts of Central Luzon, with a particular focus on northern Isabela. Intense to torrential rains are forecasted for Cagayan and Isabela, prompting advisories for preemptive evacuations, especially in low-lying and mountainous regions prone to flooding. Ofel currently exhibits maximum sustained winds of 185 kph near its center, with gusts reaching up to 230 kph. The northeastern portion of mainland Cagayan, including Santa Ana and Gonzaga, is under Tropical Cyclone Wind Signal (TCWS) No. 5. TCWS No. 4 is affecting the Babuyan Islands, northern and eastern portions of mainland Cagayan, and northeastern Isabela. Areas under these signals will experience typhoon-force winds. TCWS No. 3 covers Batanes, remaining parts of Cagayan, and specific regions of Isabela, Apayao, and Ilocos Norte, where storm-force winds are expected. Meanwhile, TCWS No. 2 is hoisted over portions of Isabela, Quirino, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Ilocos Norte, and Aurora, with gale-force winds anticipated. TCWS No. 1 affects the rest of Isabela, Quirino, Nueva Vizcaya, and additional areas, expecting strong winds. The potential for life-threatening storm surges is moderate to high, with peak heights reaching 1 to 3 meters over the next 48 hours in coastal localities of Batanes, Ilocos Norte, Ilocos Sur, Cagayan, including t he Babuyan Islands, Isabela, and northern Aurora. A gale warning is in effect for the northern and eastern seaboards of Northern Luzon and the eastern seaboard of Central Luzon, making sea travel risky for all vessels. Meanwhile, Tropical Storm Man-yi, situated 1,375 km east of northeastern Mindanao, is still outside the Philippine Area of Responsibility (PAR) but is expected to enter by Thursday night, acquiring the local name Pepito. Pepito is forecast to bring heavy rains over parts of Luzon during the weekend and is anticipated to make landfall over the eastern coast of Southern Luzon.
