Palace Asserts VP Sara Duterte’s Responsibility for OVP Fund Use

Manila: Accountability for the use of confidential funds lies with Vice President Sara Duterte, Malaca±ang stated following a new issuance of notice of disallowance by the Commission on Audit (COA) concerning the Office of the Vice President (OVP).

According to Philippines News Agency, Palace Press Officer Claire Castro addressed reporters, emphasizing that COA rulings are the official reference for assessing whether government funds are properly utilized. Castro highlighted that the head of the agency is ultimately responsible for justifying expenditures. This statement came after COA released a notice of disallowance involving PHP375 million in confidential funds for 2023.

Castro mentioned that COA had earlier rejected an appeal related to PHP73 million in confidential funds for the OVP in 2022 and demanded its return. She stressed that if the head of the agency, under Vice President Sara Duterte's leadership, fails to provide an explanation, the responsibility rests with her. Castro urged transparency in explaining the expenditures, noting that while COA has made a decision, further legal proceedings could still occur pending a final decision.

In addition, Castro clarified that the administration is not involved in the impeachment proceedings against Duterte, which are within Congress's jurisdiction. She emphasized that the Palace and the President are not managing the impeachment process, reinforcing that it is Congress's role.

Highlighting the importance of addressing multiple issues, Castro stated that focusing on one matter does not imply neglecting others. She pointed out that investigations into flood control anomalies could progress alongside other cases, ensuring that all court cases receive due attention and are not overshadowed by singular issues.
