Palace to Investigate Former DPWH Chief Bonoan’s Alleged Contractor Ties

Manila: Malaca±ang on Saturday announced that the alleged links between former Department of Public Works and Highways (DPWH) secretary Manuel Bonoan and a contractor in Bulacan will be subjected to an investigation. In a press briefing, Palace Press Officer Claire Castro confirmed that President Ferdinand R. Marcos Jr. has been informed about the recent developments concerning the former DPWH chief.

According to Philippines News Agency, Castro stated, "Opo, nalaman na po ito dahil ito na-report na rin po ni [DPWH] Secretary Vince Dizon," indicating that the issue was brought to light by DPWH Secretary Vince Dizon. Castro emphasized the administration's stance that "no friends, no allies, no relatives will be spared" in the investigation.

Senate President Pro Tempore Panfilo Lacson previously alleged that Bonoan had a 'family business' connection with Candaba, Pampanga Mayor Rene Maglanque, who is the former president of construction firm Globalcrete Builders. Globalcrete Builders reportedly secured PHP2.195 billion worth of flood control projects in Bulacan from 2018 to 2024.

Lacson further claimed that Bonoan's daughters, along with Maglanque and former DPWH Undersecretary Roberto Bernardo, are executives of MBB Global Properties. The general information sheet of MBB in 2024 lists Macy Monique Maglanque as president, Sunshine Bernardo as corporate secretary, and Fatima Gay Bonoan-dela Cruz as treasurer.

Bonoan resigned from his position amid the ongoing investigation into the alleged irregularities concerning flood control project implementations. Meanwhile, the Department of Migrant Workers has ordered the recall of Macy Monique Maglanque, who is currently serving as a labor attach© in Los Angeles, California, USA, to facilitate her participation in the investigation.
