Pangasinan: Classes at all levels in public and private schools and work in government offices, except those providing frontline and emergency services, are suspended in Pangasinan on Tuesday (Aug. 4) due to the expected impact of Tropical Depression Luis and the southwest monsoon or habagat.
According to Philippines News Agency, Gov. Ramon Guico III issued the suspension through Executive Order No. 71 after state weather forecasters projected intense to torrential rains over the province. "According to the latest Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) 24-Hour Weather Forecast and Weather Advisory No. 7, issued today, Aug. 3, 2026, Pangasinan is expected to experience intense to torrential rain equivalent to more than 200 millimeters (mm) of accumulated rainfall from today until noon tomorrow (Aug. 4)," Guico stated in EO No. 71.
He further explained that from Tuesday noon to Wednesday noon, the province is expected to receive 100 to 200 mm of accumulated rainfall, classified as strong to intense, due to Luis and habagat. Guico emphasized that the prevailing adverse weather conditions could pose risks to the safety and welfare of learners, teaching and non-teaching personnel, and the general public. The governor stressed the necessity of undertaking appropriate precautionary measures to safeguard against the adverse effects of weather disturbances and related hazards.
In response to the suspension, affected schools are advised to shift to modular distance learning, completion of performance tasks, or conduct make-up classes in accordance with their Learning and Service Continuity Plans to ensure the continued attainment of learning competencies during the suspension. Work in private companies and offices will be determined by their respective management, although the Provincial Government encourages the private sector to suspend work to allow employees to focus on family emergency preparedness and safety measures.
Agencies providing frontline and emergency services, including those involved in health, disaster response, and security, will continue operations to ensure public welfare and safety. Meanwhile, the Pangasinan Provincial Disaster Risk Reduction and Management Council has raised its alert status to blue following a pre-disaster risk assessment meeting with various government agencies.
In anticipation of possible weather-related emergencies, the Department of Health in the Ilocos Region has placed all hospitals and health facilities under Code White Alert starting Monday. The DOH is committed to closely monitoring health-related events requiring immediate intervention and maintaining coordination with regional and local health facilities to ensure a synchronized and efficient emergency response.
