The town of mangaldan in pangasinan was placed under a state of calamity on tuesday due to the effects of tropical cyclones luis and maymay and the enhanced southwest monsoon or 'habagat.' the declaration was based on sangguniang bayan (municipal board) resolution 2026-171:71, upon the recommendation of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) headed by Mayor Bona Fe De Vera Parayno as chairperson.

According to Philippines News Agency, the declaration aims to mobilize resources of the government and to give appropriate and timely actions to assist and respond to the affected residents. The town's Public Information Office highlighted this initiative in a statement. The initial cost of damage to agriculture, based on the report of the Municipal Agriculture Office, amounted to at least PHP13.5 million.

The Municipal Social Welfare and Development Office reported that 34,077 families, or 119,270 individuals, have been directly affected by the weather disturbances. Mayor Parayno appealed to the residents to cooperate in data gathering for a comprehensive Rapid Damage Assessment and Needs Analysis. She also encouraged the barangay officials to use disaster funds in their respective villages to assist calamity-affected residents.
