Para±aque: The Department of Foreign Affairs (DFA) on Wednesday expressed its renewed support for the Pax Silica initiative, emphasizing its role as a vital tool for bolstering the Philippines' economic security. Speaking at the Center for Strategic and International Studies (CSIS) Manila Strategy Forum 2026, DFA Secretary Ma. Theresa Lazaro highlighted the country's commitment to advancing up the global technology value chain.
According to Philippines News Agency, Lazaro stated that the Philippines aims to transform from a mere exporter of raw materials to a secure, trusted hub for semiconductor packaging, critical mineral processing, and emerging technology. She emphasized the importance of economic diplomacy as a form of national defense, indicating the strategic significance of the Pax Silica initiative in the nation's economic development.
Lazaro revealed that at least seven countries have shown interest in exploring opportunities in the Philippines through the Pax Silica initiative. Site development for the planned US-led artificial intelligence (AI) hub, located in Central Luzon, is scheduled to commence within three to five years, spanning 500 hectares of the 1,620-hectare site. The initiative is expected to be fully operational within 30 years, potentially boosting the country's exports to approximately USD200 billion.
The DFA Secretary also discussed the importance of diversifying economic relationships through the Luzon Economic Corridor (LEC) to avoid over-dependence on any single partner. Lazaro underscored the benefits of a nation with diversified relationships, allowing for greater diplomatic flexibility and maneuverability. She highlighted the Philippines' efforts to deepen cooperation with traditional treaty allies and expand its diplomatic connections with the European Union, the United Kingdom, and countries across various regions.
At the forum, CSIS Senior Fellow and Freeman Chair Amb. Edgard Kagan acknowledged Manila's effective use of its "web of minilaterals" to counter potential economic coercion, particularly regarding the South China Sea. Kagan noted that the Philippines' strategic alliances have created a perception of support, deterring economic pressure from other nations.
Overall, the Pax Silica initiative and the Philippines' strategic economic diplomacy are poised to play significant roles in enhancing the nation's position in the global technology value chain, contributing to its economic resilience and security.
