Manila: President Ferdinand R. Marcos Jr. has created the Office of the Presidential Adviser for Marawi Rehabilitation and Development (OPAMRD) to fast-track the rehabilitation of Marawi City and nearby localities. Under Executive Order (EO) 78, the OPAMRD will be under the control and supervision of the Office of the Special Assistant to the President (OSAP). According to Philippines News Agency, EO 78 mandates the OPAMRD to ensure efficient and timely implementation of the programs, activities, and projects under the Bangon Marawi Comprehensive Rehabilitation and Recovery Program (CRRP). The office is tasked with advising the President on all matters regarding the formulation and implementation of policies towards the rehabilitation and development of Marawi City and other affected localities. The OPAMRD will also oversee, monitor, coordinate, and harmonize all strategies, programs, activities, and projects of implementing agencies in charge of the recovery efforts. Additionally, it is instructed to coord inate with local government units (LGUs) in the implementation of relevant projects for Marawi City's rehabilitation. EO 78 requires the OPAMRD to monitor the implementation of Presidential directives for the restoration of peace in Marawi City and submit a bi-annual report to the President on the status of EO 78's implementation. All relevant government departments and agencies are directed to provide full assistance to ensure effective implementation. Local government units and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are encouraged to assist the OPAMRD. The OPAMRD will be considered functus officio upon the completion of its rehabilitation objectives, with set timelines and targets. Funding for the initial implementation of EO 78 will come from current appropriations of the Office of the President and other sources determined by the Budget department. The budget for continued implementation will be included in the OP's budget proposal, following the usual preparation process. Governm ent efforts to rehabilitate Marawi City began with the formation of Task Force Bangon Marawi (TFBM) in 2017, following a five-month battle between the extremist Maute group and the Philippine military, which displaced nearly 400,000 residents. EO 78 takes effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.
