Manila: President Ferdinand R. Marcos Jr.'s index of governance (IOG) has seen an increase of 2.3 percentage points, reaching 55.1 percent. This index is comprised of a 55.4 percent trust rating and a 55.8 percent job-performance rating, as reported by a survey from the RPMD Foundation Inc.
According to Philippines News Agency, President Marcos also achieved a net trust rating of +25.2 percentage points and a net performance rating of +27.7 points. These figures suggest that positive evaluations continue to significantly surpass negative feedback.
Compared to RPMD's May 2026 nationwide survey, President Marcos' IOG rose by 2.3 percentage points. His trust rating increased by 2.4 points, and his job-performance rating improved by 2.3 points. Dr. Paul Martinez, RPMD global affairs and political analyst, mentioned in a news release that the President's anti-corruption efforts might have contributed to this upward trend.
Martinez emphasized that public confidence is neither automatic nor permanent and that citizens will evaluate the administration based on tangible improvements in various areas such as jobs, food prices, and infrastructure. He noted that the findings indicate a gradual strengthening of public confidence rather than a dramatic political shift. The administration's ongoing challenge, he added, is to ensure that national policies and economic programs result in visible and lasting improvements for Filipino households and communities.
Department of Social Welfare and Development Secretary Rex Gatchalian continues to be the highest-rated Cabinet official, with an IOG of 88.2 percent. This figure includes an 87.5 percent trust rating and an 88.9 percent job-performance rating. Gatchalian also topped the performance metrics in the previous RPMD survey.
In the second tier, Department of Education Secretary Sonny Angara and Department of the Interior and Local Government Secretary Jonvic Remulla recorded IOGs of 86.9 percent and 86.6 percent, respectively. Justice Secretary Fredderick Vida leads the third tier with an IOG of 85.7 percent, and is followed by Defense Secretary Gilberto Teodoro Jr. and Public Works and Highways Secretary Vince Dizon.
Executive Secretary Ralph Recto ranks in the fourth tier with an IOG of 83.9 percent, alongside Special Assistant to the President Antonio Ernesto Lagdameo Jr. Agriculture Secretary Francisco Tiu Laurel Jr. leads the fifth tier, while other notable mentions include Trade and Industry Secretary Ma. Cristina Roque and Foreign Affairs Secretary Ma. Theresa Lazaro.
The RPMD Foundation highlighted that all 28 Cabinet and Cabinet-level officials assessed received IOG scores of at least 70.2 percent, showing strong public confidence in the administration's key departments. The survey found that officials overseeing programs with direct impacts on households and communities received the highest evaluations.
A total of 10,000 respondents, representing various socioeconomic classes, were interviewed nationwide for the survey. The findings are part of RPMD's 'Boses ng Bayan' governance survey, conducted to assess public perceptions of governance performance from April to June. The survey results have a margin of error of plus or minus one percentage point at a 95 percent confidence level.
