Manila: President Ferdinand R. Marcos Jr. has appointed Agrarian Reform Undersecretary Marilyn Barua-Yap as the new chairperson of the Civil Service Commission (CSC), Malacañang announced Thursday. Executive Secretary Lucas Bersamin in a text message confirmed the latest appointment of Barua-Yap. Barua-Yap replaced former CSC chairperson Karlo Nograles, who resigned earlier this month as he sought to run for mayor of Davao City in the 2025 midterm elections. Based on her appointment paper signed by Marcos on Wednesday, Barua-Yap will serve as CSC chairperson until Feb. 2, 2029. 'By virtue hereof, you may qualify and perform the duties of the office, furnishing the Office of the President and the Civil Service Commission with copies of your Oath of Office,' the appointment paper read. The CSC oversees the civil service system in the Philippines. The new Administrative Code of 1987 mandates the CSC to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the Civil Service . Prior to her new appointment, Barua-Yap served as undersecretary for the Department of Agrarian Reform's Special Concerns Office and External Affairs and Communications Operations Office.
