Cagayan: President Ferdinand R. Marcos Jr. has committed to providing continuous government support to communities impacted by Typhoon Marce, as he distributed over PHP80 million in financial assistance in Cagayan. In a speech delivered in Buguey town, Marcos assured residents that government aid would persist until complete recovery is achieved. According to Philippines News Agency, during his address, Marcos emphasized the government's dedication to maintaining assistance for those displaced by the typhoon. He stated that relief goods would continue to be provided to individuals in evacuation centers or those staying with relatives or friends until they can return to their homes. Marcos reiterated the importance of communicating any ongoing needs to the government. Marcos highlighted his administration's 'whole-of-government approach' to disaster recovery, noting the necessity of involving various departments to deliver effective relief and reconstruction efforts. He explained that a single department cou ld not manage all tasks, thus requiring a coordinated effort to provide aid and rescue services. As part of the aid distribution, Marcos allocated PHP10 million each to the municipalities of Aparri, Buguey, Sanchez-Mira, Santa Teresita, Baggao, Gattaran, Gonzaga, and Santa Ana, with funds received by local chief executives. The Department of Social Welfare and Development distributed 1,800 food packs, while the Bureau of Fisheries and Aquatic Resources provided 200 packs of five kilograms of rice and 20 boxes of sardines. Additionally, the National Irrigation Administration supplied 1,000 packs of 10-kg rice. The Department of Agriculture contributed PHP866.3 million in agricultural support, including hybrid rice seeds, vegetable seeds, fertilizer discounts, and livestock such as native chickens and ducks. Marcos emphasized support not only for farmers but also for fishermen, acknowledging the damage to Cagayan's aquaculture industry. The Department of Labor and Employment's Tulong Panghanapbuhay sa ating Disadvantaged/Displaced Workers (TUPAD) emergency employment program will cater to affected Cagayan towns, while the Department of Education continues repairing school buildings, and the Department of Public Works and Highways addresses infrastructure damage. Marcos also assured the expedited reconstruction of homes damaged by Typhoon Marce. Marcos underscored the importance of focusing on the reconstruction of private residences in Cagayan, noting that public infrastructure had sustained less damage. The National Disaster Risk Reduction and Management Council (NDRRMC) reported significant relief resources are available for affected families, with additional needs for food packs, construction materials, and electricity restoration identified. Typhoon Marce made landfall in Santa Ana and Sanchez-Mira on Nov. 7, exiting the Philippine Area of Responsibility the following day. The NDRRMC reported that Marce affected over 15,000 families in Cagayan, with thousands sheltered in evacuation centers or staying else where. Local officials have requested additional air assets to expedite relief efforts in isolated areas.
