PH Army Reaffirms Dedication to International Humanitarian Law During ICRC Delegation Visit

Taguig city: The Philippine Army (PA) has reiterated its commitment to International Humanitarian Law (IHL) following a meeting with Johannes Bruwer, head of the International Committee of the Red Cross (ICRC) delegation in the Philippines.

According to Philippines News Agency, the meeting took place during Bruwer's visit to the PA's headquarters in Fort Bonifacio, Taguig City. PA spokesperson Col. Louie Dema-ala stated that the PA vice commander Maj. Gen. Efren Morados expressed appreciation for the longstanding partnership between the PA and the ICRC and introduced initiatives to sustain IHL-related programs.

Morados informed Bruwer about the PA's aim to sustain its lectures to introduce the basic principles of IHL to line unit commanders. The PA seeks to further propagate human rights and IHL-related programs within the organization, aligning with the explicit guidance of Commanding General Philippine Army Lt. Gen. Antonio Nafarrete to uphold and respect human rights at all times.

Integrating IHL in other programs will complement the PA's existing initiatives, such as the observance of human rights and IHL during flag-raising ceremonies, the imposition of sanctions for IHL violations, and the release of the "12 Basic Soldiers' Rules." These rules emphasize humane treatment and adherence to the law, including fighting only enemy combatants, not harming or killing surrendering enemies or prisoners, collecting and caring for all wounded, and protecting medical personnel and facilities.
