PH, Georgia Sign Pact on Mutual Recognition of Seafarer’s Certificates

Manila: The Philippines and Georgia have inked a pact to strengthen maritime ties by mutually recognizing seafarers' certificates under the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) 1978, as amended. In a statement on Monday, the Maritime Industry Authority (MARINA) said the agreement aims to strengthen maritime cooperation and ensure compliance with global standards in training and certification between the two countries.

According to Philippines News Agency, the agreement between MARINA and the Georgian Maritime Transport Agency (MTA) will allow seafarers from both countries to serve onboard vessels flying their respective flags by recognizing certificates issued by each other's administration. The memorandum outlined conditions for recognition, including compliance with STCW regulations, maintenance of training and certification standards, and periodic inspections.

The memorandum also established provisions for cooperation in technical and administrative matters related to seafarers' certification and labor affairs. It was signed by MARINA Administrator Sonia Malaluan and Director Aleksi Akhvlediani of the Georgia Legal Entities of Public Law (LEPL) Maritime Transport Agency.

MARINA stated that this latest development reinforces the Philippines' role as a leading provider of seafarers worldwide and expands its international partnerships to safeguard the welfare and professional growth of Filipino maritime professionals. The deal was formalized during the sidelines of the 11th session of the International Maritime Organization's Sub-Committee on Human Element, Training, and Watchkeeping on February 12.
