PH Takes Lead in Advancing Seafarers’ Rights and Safety

Manila: The Philippines, through the Department of Foreign Affairs (DFA), is spearheading efforts to protect the rights and welfare of seafarers by hosting the inaugural International Conference on Seafarers' Human Rights, Safety, and Well-being in Manila. During the event's opening in Pasay City, DFA Secretary Ma. Theresa Lazaro highlighted the importance of the Philippines as the world's largest provider of seafarers.

According to Philippines News Agency, Lazaro emphasized that seafarers have long been the unsung heroes of global trade, navigating treacherous waters and driving global prosperity. With a significant portion of global trade conducted via sea, ensuring the human rights, safety, and well-being of seafarers is a shared responsibility among nations.

Lazaro noted that seafarers are essential to maintaining the global economy, contributing to the availability of food, clothing, fuel, technology, and medicine. Despite these contributions, seafarers often face numerous challenges, including harsh weather, labor-related issues, and harassment.

The conference, taking place from September 1 to 3, builds on the Philippines-led UN Human Rights Council Resolution 56/18, which was adopted in Geneva in July. This resolution formally acknowledges the vital role of seafarers in global trade and calls for improved working and living conditions for maritime workers.

Lazaro reiterated the relevance of the Universal Declaration of Human Rights and stressed that its principles must extend to those at sea. She emphasized the responsibility shared by all stakeholders, including flag states, port states, sending states, shipowners, and manning agencies, to protect and respect seafarers' rights.

The event will conclude with the adoption of a comprehensive Declaration on the Human Rights, Safety, and Well-being of Seafarers. This global call to action urges governments, shipowners, and stakeholders to ensure that no seafarer is neglected during crises or transitions. The declaration highlights the need for strict enforcement of the Maritime Labour Convention 2006, improved emergency preparedness, respect for decent work conditions, and the integration of human rights into maritime business practices.

Additionally, the declaration emphasizes the advancement of gender equality and inclusivity, as well as the importance of equipping seafarers with skills for automation, digitalization, and decarbonization. Organized by the DFA in collaboration with the Department of Labor and Employment (DOLE), Maritime Industry Authority (MARINA), and Department of Migrant Workers (DMW), the conference brings together senior government officials, global shipping industry leaders, and international organizations to address the urgent challenges faced by seafarers.

The event features high-level discussions aimed at fostering dialogue, promoting learning, and charting a path toward a safer, fairer, and more compassionate future for all seafarers.
