Philippines Reaffirms Commitment to Maritime Liberty at International Forum

Manila: With the Philippine archipelagic waters linking vital trade routes in the Indian and Pacific Oceans, the country is well-placed to safeguard maritime liberty, Department of National Defense (DND) Secretary Gilberto Teodoro Jr. stated at the International Institute for Strategic Studies (IISS) Shangri-La Dialogue in Singapore. Teodoro emphasized the Philippines' strategic position and commitment to adhering to international laws, including the UN Charter, the 1982 UNCLOS (United Nations Convention on the Law of the Sea), and the 2016 Arbitral Award.

According to Philippines News Agency, Secretary Teodoro highlighted the fairness and transparency of existing dispute settlement systems, which aim to resolve the root causes of disputes rather than gloss over significant contradictions or problems. He reaffirmed the Philippines' commitment to exercising sovereignty, rights, and entitlements recognized by the international community under UNCLOS, asserting that these would be exercised openly and transparently.

Teodoro further stated that the Philippines remains dedicated to defending the "autonomy of ASEAN member states" and ensuring Southeast Asia remains free from undue influence, particularly from hegemonic forces antagonistic to the bloc. Emphasizing the original ideals of ASEAN, Teodoro noted the strength in diversity and the establishment of unity through genuine autonomy.

The DND chief also discussed the Philippines' role as chair of the ADMM (ASEAN Defence Ministers' Meeting) and the ADMM Plus, pledging to enhance internal cohesion and resist external attempts to speak for ASEAN. The Philippines will continue collaborating with countries that share its commitment to safeguarding rights and interests under UNCLOS.

Secretary Teodoro underscored the nation's refusal to accept any alterations to UNCLOS that would undermine its basis for territorial and maritime rights, as enshrined in the Philippine Constitution. He stressed the importance of defending these rights for future generations.

Additionally, Teodoro called upon defense and military practitioners worldwide to safeguard their countries' sovereignties and protect people from the "fallout of transitions" in the global landscape. He highlighted the pivotal role of Filipino seafarers and migrant workers in the global economy and called for international efforts to protect their rights and dignity.

Teodoro concluded by urging convergence to protect human life, future generations, and the rights of smaller and archipelagic countries, emphasizing the indispensable services provided by migrant workers, which underpin the global economy and quality of life worldwide.
