Manila: The Philippine National Police (PNP) on Monday lent its support to calls for a specific law aimed at addressing the operations of troll farms and the creation of AI-generated deepfakes, highlighting the rising threat of digital disinformation and orchestrated online harassment.
According to Philippines News Agency, PNP chief Gen. Jose Melencio Nartatez Jr. emphasized the need for stronger legal frameworks to address emerging digital threats. This move aligns with the directive from President Ferdinand R. Marcos Jr. and Interior Secretary Jonvic Remulla to bolster police presence in the digital realm.
Gen. Nartatez stated, "The Philippine National Police recognizes that existing laws must continuously evolve to keep pace with AI-driven disinformation, coordinated troll operations, and deepfake technology." He also emphasized the importance of collaborating closely with government entities such as the National Bureau of Investigation and the Department of Information and Communications Technology to enhance investigatory and enforcement capabilities.
Nartatez pointed out that while current cybercrime and libel laws offer a foundation for enforcement, they often fall short when dealing with extensive, coordinated, and AI-assisted online activities. "Deepfakes and coordinated online harassment are now serious public order concerns," he remarked. "The PNP treats these as potential threats not only to individuals but also to institutional credibility and national security."
He pledged that the PNP's cybercrime units, operating under the Anti-Cybercrime Group, will intensify efforts to monitor and dismantle suspected troll farms and disinformation networks.
