Bicol: The Police Regional Office (PRO) 5 (Bicol) and the National Police Commission (Napolcom) have signed a memorandum of agreement (MOA) to establish a functional committee on decorum and investigation (CODI) within law enforcement in the region.
According to Philippines News Agency, PRO-5 Director, Brig. Gen. Andre Dizon, stated that the MOA formally reinforces their commitment to upholding professionalism, integrity, and ethical conduct within the Philippine National Police (PNP). The agreement, with the tagline 'Pagkatao Mo, Respetado at Protektado Ko: PRO 5 CODI Sagot Ka,' was signed at the PRO-5 Grandstand, Camp Brig. Gen Simeon A. Ola.
Dizon explained that the CODI is designed to serve as an institutional mechanism to ensure the efficient and ethical handling of issues related to professional decorum, misconduct, and disciplinary actions within the PRO-5. Under the MOA, Napolcom will lead in establishing a CODI in all units under PRO-5, including the Regional Mobile Force Battalion, all Provincial Police Offices, Provincial Mobile Force Companies, and City and Municipal Police Stations.
Napolcom will also conduct lectures and training programs to educate personnel about the CODI's purpose, policies, and procedures. The commission will facilitate the designation and acceptance of responsibilities by CODI officers to ensure they are well-equipped to implement and oversee its functions. Regular monitoring and assessments will be conducted to maintain the effectiveness of the committee and ensure proper execution of its mandate.
The PRO-5, as the second party, will issue the necessary orders for the full implementation of the CODI within its jurisdiction. The regional office will be responsible for ensuring compliance with the initiative's policies, monitoring the functionality of the CODI across all units, and evaluating its impact on maintaining discipline and professionalism within the ranks. Additionally, the PRO-5 will provide administrative and logistical support to sustain the operations of the CODI, ensuring that all designated officers have the necessary resources to carry out their duties effectively.
Brig. Gen. Dizon added that the committee aims to expedite investigations, provide prompt resolutions to challenges faced by personnel, and promote a culture of accountability and respect within the police force. "By establishing clear guidelines, CODI will assist uniformed personnel in navigating ethical concerns while maintaining the highest standards of professionalism in law enforcement. By creating clear investigative processes and professional standards, the committee will play a crucial role in preventing misconduct and strengthening accountability within the police force," he said.
