Manila: The Philippine National Police (PNP) announced on Monday that no threats have been detected a week before President Ferdinand R. Marcos Jr.'s fourth State of the Nation Address (SONA), with security preparations already in full swing.
According to Philippines News Agency, PNP chief Gen. Nicolas Torre III stated in a press briefing at Camp Crame that the primary concern at present is the weather, which is currently affecting several areas in Luzon, including Metro Manila, due to the southwest monsoon. He emphasized the importance of clear weather for optimal security deployment, as 12,000 police officers are set to secure the event.
Torre urged police commanders to ensure clarity in operational guidelines, proper briefing and training of personnel, and readiness of logistics. He stressed the importance of maintaining public trust and executing all security preparations to the highest standards, as the nation's attention will be focused on the event.
He also addressed the right to peaceful assembly, acknowledging that several groups are expected to hold protests during the SONA. Torre advised those planning to burn effigies as part of protests to obtain permits from local government units or the Department of Environment and Natural Resources to avoid legal issues.
The Quezon City Police District (QCPD) recently hosted a Final Inter-Agency Coordinating Conference to finalize security plans, including deployment strategies and response mechanisms to maintain peace and security throughout the event. This was followed by contingency planning and simulation exercises to evaluate readiness and address potential scenarios.
QCPD acting director Col. Randy Glenn Silvio highlighted the importance of these exercises in strengthening systems, clarifying responsibilities, and ensuring coordinated action to protect democratic institutions as well as the President and national leaders.
In addition, National Capital Region Police Office chief Maj. Gen. Anthony Aberin has ordered the intensification of checkpoint operations in collaboration with the PNP Highway Patrol Group, Land Transportation Office, and the Land Transportation Franchising and Regulatory Board.
The President's SONA, typically delivered on the last Monday of July, serves to report on the state of the country, outline the administration's agenda, and urge Congress to pass priority measures.
