Quezon city: The Philippine National Police (PNP) on Friday urged rally organizers to maintain vigilance against potential agitators during the 5th State of the Nation Address (SONA) of President Ferdinand Marcos Jr. to ensure that peaceful demonstrations are not disrupted by violence.
According to Philippines News Agency, PNP chief Gen. Jose Melencio C. Nartatez Jr. emphasized the responsibility of rally organizers to keep their assemblies peaceful, asserting that no organizer would intentionally plan violence that compromises the safety of participants. Nartatez stressed the importance of protecting attendees and preventing outside provocateurs from instigating chaos during the demonstrations.
This call for vigilance follows the Quezon City government's approval of permits for three groups-Bayan, Sanlakas, and Better Brighter-to hold rallies along Commonwealth Avenue on July 27, coinciding with the President's SONA. PNP spokesperson and information chief Col. Allen Rae Co noted that other groups have pending applications, and updates will be provided regarding their approval status.
The PNP assured the public of its efforts to coordinate with relevant agencies to manage traffic disruptions and ensure the safety of both protesters and motorists. Over 21,000 security personnel will be deployed for the event, in collaboration with the Metropolitan Manila Development Authority and the Iglesia Ni Cristo, which will celebrate its 112th founding anniversary on the same day.
In line with the President's directive and under the guidance of Interior Secretary Jonvic Remulla, the PNP is committed to safeguarding public safety while respecting the constitutional rights of Filipinos to assemble peacefully. Nartatez highlighted the importance of mutual cooperation, self-regulation, and adherence to approved permit guidelines to maintain order during the SONA.
The PNP chief instructed all police personnel assigned to SONA security to exercise maximum tolerance, adhere to established crowd management protocols, and uphold human rights. He also mandated the use of body-worn cameras and other recording equipment to promote transparency and accountability in police operations.
Col. Co stated that an appropriate number of personnel will be deployed to manage traffic and ensure the safety of participants and the general public. He mentioned that rerouting plans will be announced once coordination with other agencies is finalized, emphasizing the priority of public safety and effective traffic management during the event.
