Manila: Senator Grace Poe emphasized the importance of fairness and transparency in the implementation of the No Contact Apprehension Policy (NCAP), stressing that the rights of motorists must be preserved as the policy is reintroduced on major roads in Metro Manila.
According to Philippines News Agency, with the Supreme Court's partial lifting of the temporary restraining order on NCAP, Poe called on the Department of Transportation (DOTr) and the Metropolitan Manila Development Authority (MMDA) to review and strengthen their rollout strategies. She highlighted the necessity of partnering with a credible technology provider, installing high-definition cameras, and establishing a clear and efficient appeals mechanism to allow motorists to contest violations when necessary.
In a news release, Poe stated, "We can no longer neglect the rights of our motorists. the policy must be fair, and the motorists should truly have the opportunity to contest it if there are any irregularities." She also stressed the importance of consistent and clearly communicated traffic regulations, noting that frequent changes and poorly marked signs, such as no-turn restrictions, often result in confusion.
Poe expressed support for the policy's goals of reducing corruption and improving traffic flow but maintained that its success depends on proper implementation. She added that the shortage of MMDA personnel makes automated enforcement a practical necessity, saying, "If the implementation is done properly and without corruption, I believe this will work well."
